The Race Age chart is sort of a take it with a grain of salt.

It's not exactly done from a biological standpoint, except of course for the humans and maybe a few other races.

Take elves for example, they mature and grow physically at about the same rate as a human. The only difference is in the womb, human gestation being an era and elvish being two eras. Then when they are born a 13 year old human would look quite similar to a 13 year old elf, except of course for the obvious differences. Their brains grow at the same rate also, just what they learn during this child state is far different.

It's based on cultural things mainly. Elves not being considered actual adults until around 80 or so-ish ordinations.
