He was pleased that she was receptive to what he had said, even more so that she continued the theme and asked his advice again. He wondered briefly if she were merely looking for a scapegoat, but the thought was almost immediately dismissed as unworthy of her. He knew that she would take responsibility for her own actions and this might be just what the Province needed to take the lid of this particular boiling pot before it simmered over into something nasty.
"Having experienced and heard about what was tried before, I'm a little unsure. Having a Thane allows the city to have a voice, to be seen to be in independent of the ties of the Provincial Government. But having a Lieutenant instead who takes the same role might allow the city to feel that it's voice can't be so easily ignored. I can think of reasons for and against both."
He mused for a moment, his expression somewhat distant as his mind worked. "You need a dwarf, so that you are seen to be listening, and you need a dwarf that is important enough in the clans to be listened to. Now that I think about it, the Thane won't work, the role is too junior and I suspect that the problem extends well beyond the city itself."
