Arios Government
For all you political needs

What had once been the mansion of the Thane of Arios was now a building where one would find all political figures of the city. It had been decided that there was no reason that only the Thane should live in the massive building and so it was converted into a government building. It was mostly been the decision of the Thane herself. She was a modest dorin and wanted to be "close to the people" as she put it.

It rested in the center of town and stuck out from all the wooden houses as it was made of the same stone that the dock house was. It was two stories high with the main floor being where a majority of business took place. The aedile of Arios took delight in assisting good people get new homes. They didn’t ask for a visa before selling a house only a name. For this reason it was common that former slaves made their way to Arios to live in peace. That being said however, visas weren't usually issued to people either, but they had to ask for one if they were born on the island. Arios only asked that you respected the laws and acted accordingly.

There was a garden in front of the building, filled with different kinds of flowers that grew high and seemed to welcome all of the quests with gentle movements. It seemed as though they were waving in the wind that hit them when people walked by. The garden was lined with a fence that had a gate through the street. There were no guards around, none were needed, and there was a big sign that hung from the fence that reading Arios Government was the only clue that this was, indeed, the right place to go.

The door, though large, was not heavy even though ten feet tall. The doorway was too low for most giants to fit in, but they could at least open the door and stick their head in to get service. The floors were smooth and well polished, even when people with muddy shoes walked in it was like invisible cleaners went behind them and washed the floor. It wasn’t too far from the truth for it was a group of various Faes that kept the house clean. It wasn't known why, but there had always been a group like that living in the garden and taking care of the house.

A reception desk had been added to the center of the room with everything behind it. Two people stood behind the desk, the first was a small woman who looked innocent enough especially compared to the behemoth of a man that stood beside her. They both seemed friendly enough but there was no doubt that they must have had some skill as they would likely be the only defense if the building was to be attacked. They knew most people that came through the doors and gave always the same greeting to who ever stepped in.

“Serale, Welcome to the Arios Government building. In which ways can we assist you this brightening?” one of them would ask with a polite smile.

The Thanes office was off to the left, and down a short hallway with other doors that were always closed. There was talking heard behind them more often than not. Once in the office the visitor would be greeted with the new Thane sitting in front of a large desk, papers around her neatly stacked. She was the Thane of Arios, a Dorin female. She looked up at her guests and stopped whatever she was doing and rose. “Serale, please come and have a seat” she would open her paw-like hand to one of the three seats set on the other side of the desk and always waited for her guest to sit down before introductions. “My name is Liat, Thane of Arios. How may I be of service?”

The aedile’s office was the busiest part of the government building. It was down the right hall and the door was always open. In the office sat a small pixie on a chair on a table. The pixie was very cheerful and shot up into the air at a guest and flew over to them with a greeting. “Serale! My name is Tala” he said quickly “Please, please come have a seat” he would encourage and he flew off towards a free chair and pointed before sitting in his own customized chair. “I’m new to this position. It is good to serve the town of Arios. Now, what can I do to make life better for you?” his voice was kind and somewhat feminine.

Bureau of the Arcane, Aelyria Prime

Serale

I write to you in responce to a herald article that will shortly come out. I need to know of all the arcane institution that are within your realm of power. If you have any religious institution that teach Thaumaturges to its priest and only its priest, they may be excluded as they fall under the realm of the Archprelate and the Church of Faith. If though they teach none priest any magical arts they are no longer considered and exception. The purpose of this announcement is that to often the Arcane school run according to various traditions which cause radical differences in the teaching of Arcane through out the kingdom. We ask that you share this with the heads of the Arcane schools through out your territory after the announcement in the Herald.

The Bureau of the Arcane and His Royal Highess are begining to issue Royal Arcane School Licenses. Each school must meet certian standards. They will be given six months to either meet these standards or present to the Bureau a long term plan to impliment them.

The standards of the Licenses are as such. Each school must have record system of their students. The students must register with a valid Visa, and supply the school with their information. Schools must confirm that their students have a place of residances, or provide them with a residance and food for the time of their teaching. The physical needs of their students must be taken care of. To often do we have potential students who can't aford the training because the can not provided a living. How the schools do manage to provide this is to be left up to them and the local area. As long as it is with in Royal Law.

As for the educational needs. Simple arriving to the class room is no longer enough. The student must show their abilities outside of class room, and outside of random combat situations. Students must volunter their time either in service to the school as seen fit or in the community as arranged with local entities. Also a test before the master of the School will be required to show that the student can think on their feet, we are here to teach magus to think about how they are throwing around arcane power.

Lastly our schools have become to complaincent. Recent Arcane events have occured and they occured outside of the Schooling system of the Kingdom. Each school must open a research section. They do not all need to invent the next flying ship, but we need to exapand our magical range.

This leads to the last requirement. All of their Teachers must have Arcane Teaching Licenses, and introduce Tenor. As in the cause of School Licenses these are to confirm and improvement in our teachers. The exact requirements for teaching Lisences are be that they must prove themselves in a test of arcane at the time of licensing. To keep their lisences they must show that they can do research as well as cast magic. They must also take a teaching test. Tenor will allow Masters to make research into what they feel is critical with out fear of dismissal as long as they obay Royal Law. The rules of tenor are to be set up by each school.

The Bureau is making plans to purchase a press to print arcane articles sent in from the Masters across the kingdom their by making their research known across the kingdom.

Lastly their will be licensing of Masters who teach but are not part of any school, but that will be handled by the Bureau itself, and reports of independant masters would be appreciated.

I thank you for your efforts and do not fear to write to myself about any questions you may have.

Malvoitre is an upstanding Citizen
TS: End of Melora, Era Xv PF

Malvoitre didn't like buildings. The giant structures seemed impossibly large for one with such small hands. The doors were usually too heavy and what little light fell through the windows seemed impossibly bleak compared to the brightness outside. But here he was, forced from his home by some foggy visage of the old gods, ready to start a new life. A new life meant a new home and the locals had told him that this giant structure was the place to procure such things.

Not that he needed a place to sleep. Arios was wonderfully simple that way. Whether night or day, the sprite never tired. He very often wondered why its citizens had bothered to construct their homes, but realized after a few darkenings meandering about the island that there was a sense of normalcy to having a place one called home.

He fluttered about until he found his way to the aedile's and was surprised to find a fae creature behind the desk. Smiling broadly at the smallwing, Malvoitre nodded at his welcome.

"Serale to you as well, Tala. I am new to the island and it would seem I'm in need of a home. Might there be some land available for that and perhaps a storefront of some kind?"

Tala seemed delighted to find a fellow-fae as a customer.

"Welcome, it's so nice to see someone my size for a change. You must've noticed Frank in the reception..." Tala laughed and then went to turn some papers on the desk. They were fae-sized for him, but still quite large so that the humans could make sense of them as well.

"Land...hmm...were you looking in to just plain land with some trees or maybe a house of some sort? I think we had some over the Fae Falls, both big mushroom houses and some hollowed trees that had great possibilities..." his voice trailed off as he was going through the papers.

"Ahh, here." his face lit up at the sigh of the list he was searching for, "Yes, some housing at the Fae Falls, a bit distant from the town but still, our folk there and the place is beautiful. Then of course there are houses of different kinds in the town."

Then he fished out another piece of paper and looked at him, asking Malvoitre: "What kind of a business were you thinking of? There are some locations for stores available but they're all so different."

Malvoitre smiled at the excitable pixie. It had been a while since he'd socialized with one of their kind. How talkative they could be...different from the sagely sprites, yet so full of life that it made Uriel a little envious. How wonderful life must seem to a pixie, especially on this island where their energy would never be depleted.

"Ah, well, that is where I am in need of some help, friend Tala," said the sprite gently. "You see, I've only just arrived and am uncertain as to what the good people of Arios need. Perhaps you could suggest something."

He thought about it a little longer, then added, "The trees here grow so quickly. Perhaps I could find some willing employees for a sawmill as well. A small acreage of forest ought to do it. What do you think?"

Malvoitre smiled at the thought of living among other fae again. Though the smaller races seemed hesitant to accept the sprites, they had coexisted for so long that everyone usually knew their place.

"A Falls sound lovely, Tala. A few trees ought to do it."

Tala seemed to think about it for a while.

"You are certain you would like to run your own business, not work for someone else? There is a certain elderly gentleman somewhere in the woods...he might need some help with lumberjacking and he might actually have ideas about how to enhance the area of expertise he has..."

The pixie shifted the papers around again and then looked back at Malvoitre.
"I think you might like this one particular tree... It has been hollowed out some and carved some more. It doesn't have a door on ground level so it is somewhat safer than the ones that have one." he studied the papers again, "Seems like it has several levels, but us with wings that isn't a problem at all..." he smiled and asked: "How many rooms had you thought of having?"

The sprite chuckled light at the suggestion that he wield an axe. Although he didn't mind a hard day's work, he doubted sprite-sized lumber would be much use to the larger races.

"An introduction would be welcome, Tala," he said quietly. "I shall make up my mind once I've met the gentleman. As for bedrooms, anywhere from five to twelve should suit my purposes...so long as the price is comfortable."

"Oh but I believe that his idea of lumberjacking is...let's say...better for fae folk than you'd normally think." Tala laughed with a nearly giggling tone. "After all it isn't really axe-wielding he is needing the help for..." he said enigmatically.

"I believe the pay would be very reasonable and you would get to see the forest a lot, meet people and use most of your time for anything you wanted." he said, turning back to his papers yet again.

"Here!" he said excitedly, "This might suit your purposes, two trees, one next to the other, large trunks, one has a kitchen and three other rooms, the other has six rooms that can easily be modified to what ever you'd like. I can also organize the renovations, we have a skilled group of faes here at the Government Building that does really good work with reasonable pay." he chattered, full speed fae style now.

Malvoitre gave the pixie a playful smirk as he wondered quietly what exactly he was getting himself into. Pixies were known for their tricks and the sprite figured he was on his way to some dangerous or illegal contract with some forest brigand. Ah well. What was life without a little unknown in it? Besides, he knew where the pixie worked and wasn't above playing a few nasty tricks of his own. Still, money wasn't exactly a priority for him. He had loads of the stuff, more than he could carry, sitting in the bank of Aelyria Prime. A challenge was what he was after. He thought business might have been able to provide that.

"Very well, Tala. Let's go see your forest friend," the sprite said, adding a chuckle.

He considered the housing arrangement and decided that it would do. One room was more than enough, especially since sleeping didn't concern him, and his cooking skills weren't exactly something to be proud of. Perhaps he could find a chef to make use of the the kitchen. Holding a few banquets for the local fae sounded like a pleasant enough way to pass the long Ariosian nights.

"The home sounds perfect, Tala. I thank you for your tireless search. I wouldn't wish that much paperwork on anyone. And now for the price..."

The sprite dug deep into his cloak, pulling from it a roll of old and tattered bank cheques from the Prime bank. He reached across the desk and borrowed Tala's quill, signing his name and filling in everything but the amount.

"How much should I write down?"

Reinus Narcisse is unknown and forgotten
Time StampPontius, in the Season of Winter, Era I of the Celestine Mandate, Era XV Post Fractum

Reinus walked in to the government, slightly stumbling. It had taken him a few candlemarks till he had reached the area and his legs were burning. He wanted to stop once or twice, but decided against it. Going to the Arios Government Building was important. He could not slack off this time for something dangerous could happen as a result.

He saluted, for absolutely no reason at all and started his greeting. "Serale, whoever you are! Know how I might get a job around here?"

A messenger bearing the seal of Eunsia arrived in Arios one brightening. He produced a sealed scroll tube and insisted that it was for the government officers of the island city. "From the Royal Consul" he said when asked about the sender. With that, he'd either wait for the reply or agree to being dismissed by the offices. Whichever way suited them best, he was hired to comply.

Quote:
To The Council of Arios
Arios, Nesocratic Federation of Eunesia
From the Offices of the Royal Consul
Ieffreon, Government District

Greetings:

I pray that this letter finds you all in good health. Forgive me for being unable to visit personally, but events here in Ieffreon need my personal attention. I intend to meet with you all as soon as possible to learn more about your plans for Arios specifically.

I assure you, sirs and madams, that I do not hope to interfere with your good work nor do I plan to remove any of you from your current positions. My primary purpose is to assure clear communication between Eunesia and the Crown. My duty is to ensure prosperity and peace for the isle.

I can be contacted at my offices in Ieffreon.

May Carmelya and the Sacred Three watch over you always.

Sincerely,
Straylor Felix Leonard
Royal Consul of the Eunesian Isles

P.S. On a personal note, I am a druid and am truly interested in the enchanted woodlands on Arios. Are these protected by our laws? Do any protections exist to prevent enchanted wood from being taken without the city's knowledge? I know a copse of druids back in my home city of Trysvale. As Thane there, I enacted several measures to protect their homes and the enchanted glade. I would be most willing to assist Arios in that matter, if you will.
