Council of Merchants. The exact reason for the meeting was unknown, but those who carried the secret trade between Mystique and Ethgan'tor told of rumours of an advisory body to be created, discussion of taxes and embargos, and of other matters which would interest any money maker greatly.
Of course, there were one or two invitations held that could be used by an prominent magnate in Ethgan'tor, all they had to do was inform their associates in Mystique.
