In every popular gathering spot, wooden stakes had been driven into the ground under the cover of night, and to them large signs had been nailed. The hand that had written the notices varied a bit in form and grace, but the words were unvaried from Section to Section. All the nine sections of the White City were uniform in their dominion beneath the iron fist of the Gray Circle.

These are tumultous times, and in the stead of our King, we have appointed amongst ourselves those most worthy and formed an organization we will henceforth call the Gray Circle. We have been operating for eras now, but under the guise of secrecy while we built power. Today we will stand forth and declare primacy over the White City and its people. You will not know our names or our faces. We move among you with the cloak of anonymity to ensure absolute justice; We serve to provide balance and peace.

In accordance to Our law, we have created a new agency to be called the Office of the Lists. This facility is now located adjacent to the Tel' Fenda. Every man, woman, and child is ordered to register their names and addresses within two cycles of this date. Any person being found unregistered after that date will be subject to the Code of our people and detained for further questioning. Additionally, persons must present their Registry immediately upon being asked, or face detainment.

The Office of the Lists will also oversee the management of those impure-bloods that reside within our walls. Those persons who are slaves or otherwise under the sworn protection of Registered members of our city will be permitted free travel as long as they register. (Under agreement to the Fae Queen Sharinya, the faerie folk will be allowed access with contingency of Registration.) Prior to this date, those half-blooded members of our Brethren were ejected from the city and forbidden to reenter. That ban will still stand, with the exception that those who have legitimate business may be given passes good for two brightenings, after which point they must leave if they have not secured sworn protection.

If any person here possesses information regarding the Pale Children and their whereabouts, you may deliver your concerns to those at the Citadel and they will be dealt with accordingly.
