Imperia is the
Sultanate of Arakmats most north eastern city and its current capitol. The major port city for the Sultanate, Imperia is a grandoise city of cobbled street and stone buildings housing together an all told 187,000 souls. Located on the
North Sea, Imperia one of the closest Imperial cities to the Western border, being only behind
Arakmat and
Atlantia. The city is known for its foggy weather and overall gloomy atmosphere. Gangs and shady business are notorius on the city and it is commonly said anything can be learned or bought in Imperia for a price.
City History
Founding
At the height of the
Sylrosyan Elven Confederation an exiled guild of mages migrated north toward the edge of the current day Sultanate near the North Sea. Finding the land suitable for habitation and arrayed with natural tunnels and resources, the mage guild started construction on a tower there. This is today known as the Mages Tower. Eras passed and the guild prospered there. With the local land tamed and cultivated for life, the Sylrosyan Elven Confederation setup a military fortress one Mille east of the tower and named it Ak’dar fortress. The fortress outpost and the tower mages grew friendly, and soon a small township grew between the structures as more and more people came to the newly cultivated area. The village grew in size so much that the tower and the fortress, including the small village itself became a single entity. Ak'dar Village was born.
Although not involved in the conflict, during the Elvish rebellions and the Sylrosyan-Imperial Conflict under King Constantine, the village of Ak'dar was found and brought under Imperial control via annexation. With suspicion about further conflicts with the Sylrosyan Combine, Ak'dar fortress was hastily converted to an Imperial garrison. And if to further the shame of the Sylrosyan defeat, the Empire renamed Ak'dar Fortress to "Imperia", forever stating its direct allegiance to the Empire. A harbor was built to service Imperial warships near the sea, which gave rise to Imperias Docks District. After the end of all conflict the docks were opened to civilians, and it wasn't long until Imperial settlers, mostly poor and un-educated peoples, came to Imperia to start new a life and find new fortunes.
Recent Events
During the fall of the Third Empire the population went through various hardships including catastrophic natural disasters, increased crime and gang activity, famine, and open revolt. With a staggering meteor rain that destroyed almost the whole of the city Imperias economy laid in shambles while organized crime leaders shifted their focus from laying in the shadows to open looting and warfare. One fourth of the population perished in the event, while leadership of the city effectively disappeared. During the chaos that was the immediate aftermath of the meteors, a small revolt led by a government official broke out and threatened to engulf the city in anarchy. Although the city is far from a full recovery various newcomers and veterans alike have stepped in and tried to restore the city to its former grandeur, despite great odds and shady interlopers who have other plans for the city.
City Map
Imperia is a sprawling metropolis located on the north sea, with the city itself being divided into seven unique areas. Mostly used either a historical context, the areas of the city do blend and mesh a bit into each other. But within each one lay a subtle and different atmosphere and people.
City Government
Although Imperia has had historically a diverse governmental system, the system it has now is one of many other cities in the Empire, as is outlined in the
Articles of Imperium. Government in Imperia is almost shockingly small compared to cities the same size across the Empire. Imperia is governed by its
Thane who in turn is installed by the Sultanates Governor. Historically Imperia has had a council of five who has ruled the city. Generally this council took legislative and government actions where the members were elected. However,the council seems to have disappeared and disbanded from Imperia at the time of this writing. While the Thane is in charge of the over-reaching governing of the city Imperia has an Aedile to control housing, documentation, taxes, and city improvement as well as a Constable who is in charge of keeping order on the streets. At present time the City Government is currently occupied with rebuilding Imperia after the meteor incident.
Provincial Capital
Imperia is also currently the capitol of the Sultanate. On the 17th of Ponutis, Era XII the governor at that time
Elle Kaldres Lothain declared the capitol of the Sultanate move from its longstanding place in the city of Arakmat and move to Imperia. The official reason was the ongoing incompetence of the then Sultan of Al Hakkir, Rafiq. This brash decision, although heavily contested and speculated upon went through. In recent times a group of prominent political people have been lobbying to return the capitol to its historical home in
Arakmat. This too, is mired in controversy and intrigue.
Government Officials
The Imperian Government consist of the Thane, a Vice Thane, Prefect and Assistant Prefect, Senior Aedile and Assistant Aedile, and Cheif Constable with an appointed Assistant Constable. Although the Thane himself appoints heads of the city offices, the officers themselves are free to appoint and release staff as they see fit. Although recently recked by disaster and natural phenomenon, the city officials still have vital responsibilities and privileges afford by their station. At this time all Government officers and their respected offices are centrally located in the
Government District of the city.
City Departments
The Thane is required to appoint heads of the various boards and commissions that oversee the operational functions of the city. These departments have offices Imperias
Government District Some agencies overlap and are under the dual jurisdiction of both the Thane and the Senior Aedile.
