Well, Robert's (Editted) Guide to Beginning in Alleria might get you on the way a bit, but I would say that the best way to learn is picking out a city (preferable an active one) and just hop in. It's how I learned to RP

Knowing the basics of what you can and can't do is useful (and probably needed) of course, but you won't get shot for making mistakes.
